Blind Man Brutally Attacked In Broad Daylight In Philly As People Just Watch (VIDEOS)

Surveillance cameras have been installed by police in most cities across the country by now.
Their presence is supposed to be a deterrent from crime for individuals but far too often act as just an eye in the sky capturing a violent act, only for the public to be called upon to identify the grainy footage of a suspect.
That's the scenario for police in Philly as they are hoping someone knows who is responsible for an ugly attack on a blind man in broad daylight recently.
Police say a 33-year-old blind man was walking last Wednesday, shortly after 12 p.m., on the northeast corner of Wayne Avenue and Seymour Street in the Germantown section of the city.
As the victim approached the corner, police say another man struck him and knocked him to the ground. He then kicked and stomped the victim, causing injuries to his face and head. Surveillance video also shows onlookers walking past and doing nothing as the attack takes place
The suspect is described as a black male, about 20 years old, wearing a tan baseball cap, tan shirt, khaki pants and a dark-colored backpackSource 1+
